<p style="text-align: justify;">California, a state so large that its economy dwarfs most nations, now has another, less cheery, claim to fame: It is one of the states hardest hit by the country’s unemployment woes.</p>
<p style="text-align: justify;">
<p style="text-align: justify;">The California jobless rate hit 10.1 percent in January, up from 5.9 percent when the recession began in December 2007. Only Michigan, South Carolina and Rhode Island reported a higher unemployment rate for the first month of the new year, when the national average was 7.6 percent.</p>
<p style="text-align: justify;">While other states with exceptionally high unemployment rates are suffering from severe downturns in specific sectors that power their economies — such as Michigan’s auto industry — in California, the state is dealing with a broad array of problems, more similar to the country as a whole, economists say.</p>
<p style="text-align: justify;">If you follow the trend of our employment compared to the national employment, it tracks it pretty closely,” said Michael Bernick, former director of the state Employment Development Department and now a labor lawyer. “It’s gone up sharply just as the national rate has, and we’ve continually been higher than the national rate.”</p>
<p style="text-align: justify;">To find one big reason why, you need look no further than the foreclosure signs that line the streets in many of the state’s suburbs and exurbs.</p>
<p style="text-align: justify;">California enjoyed one of the hottest housing markets in the country during the boom, and it was one of the first and hardest-hit by the housing bust. As foreclosures have mounted and homebuilding has dried up, the state has shed construction jobs at an alarming rate. It lost about 130,000 construction jobs from January 2008 through January 2009 alone, according to preliminary calculations from state officials.</p>
<p style="text-align: justify;">But California’s economic woes have spread into other areas as well. The state’s manufacturing sector has shed more than 80,000 jobs over the same period, and its financial sector has cut more than 48,000 jobs, according to the preliminary state data. That’s creating a tough job market for every class of worker, from unskilled laborers to white-collar college graduates.</p>
<p style="text-align: justify;">“It goes across sectors,” said Bernick, adding that it has become common for as many as 40 people to apply for one job opening.</p>
<p style="text-align: justify;">Some argue that the state’s jobless picture may be less bleak than it appears. Howard Roth, chief economist for the state’s Department of Finance, said a change in the way the U.S. Bureau of Labor Statistics calculates the jobless rate has often meant that the state’s monthly numbers initially appear worse than they are, only to be revised later.</p>
<p style="text-align: justify;">Still he acknowledges that California&#8217;s jobless rate is likely to remain higher than the rest of the country as it continues to feel the recession more profoundly.</p>
<p style="text-align: justify;">In addition to the housing bust, the state’s financial sector has been hit by the banking crisis, and its many businesses are grappling with the effects of the credit crunch that has squeezed access to financing.</p>

<p style="text-align: justify;">Other sectors of the economy, including technology and tourism, also are suffering as people pull back on spending. The manufacturing industry downturn could be problematic because California&#8217;s high cost of land, electricity and other resources make it a less attractive place to locate.</p>
<p style="text-align: justify;">“It’s pretty expensive to manufacture something in California,” Roth said.</p>
<p style="text-align: justify;">The state government also is suffering from a severe budget crunch, which could eventually result in public-sector jobs being cut and further the cycle of economic worries. A 3-year-old drought is hurting the agriculture industry, which Roth said accounts for 5 percent of the state’s economy.</p>
<p style="text-align: justify;">The healthcare and education sector is one of the few bright spots in the state’s bleak jobs picture, and even that sector isn’t faring as well as some would hope.</p>
<p style="text-align: justify;"><strong>This is a state that people come to</strong><br />
Steven Levy, of the Center for the Continuing Study of the California Economy, believes one major reason the state’s jobless rate comes in higher than the rest of the nation’s is because of a constant influx of new immigrants. He estimates that about 200,000 new legal immigrants come to the state each year, and in this market he says many of those workers may have immediately joined the ranks of the unemployed. The state data shows that more than 300,000 people were added to the labor force last year.</p>
<p style="text-align: justify;">“The unemployment rate is higher because this is a state that people come to,” Levy said.</p>
<p style="text-align: justify;">On the other hand, Levy believes unskilled immigrants who entered the country illegally are probably returning home because work is drying up.</p>
<p style="text-align: justify;">Levy expects the state’s jobless rate to continue to edge up, and he warns that it could take some time for things to stabilize and eventually turn around.</p>
<p style="text-align: justify;">“We’re no different than the nation — the numbers are going to get worse before they get better,” he said.</p>
<p style="text-align: justify;">Still, he and other economists take solace in the fact that the state rebounded quickly and powerfully from other recessions including the downturn in the 1980s when it was hit especially hard because of steep cuts to its aerospace industry.</p>
<p style="text-align: justify;">This time around, the job cuts are much more widespread, but they also have come at a much faster pace than in previous recessions.</p>
<p style="text-align: justify;">The government stimulus package may help stem job losses, although some don’t expect it to be a major job creator. Bernick says the state should benefit from its diverse economy as well as a history of entrepreneurship.</p>
<p style="text-align: justify;">“We do have high costs, (traffic) congestion (and) higher taxes, but we have such an entrepreneurial ethos and entrepreneurial culture — and part of that’s an immigrant culture — and that’s really what keeps the economy afloat and would be our hope for the future,” Bernick said.</p>
<p style="text-align: justify;">California economists also note that past recessions brought on doomsday talk of permanently high unemployment rates and other long-term woes for the state, none of which came to fruition. This time around, the state is expected to recover more slowly than in recessions past, but most still see better times ahead.</p>
<p style="text-align: justify;">“I’m pretty confident that we’ll come out of it. We’re pretty resourceful people,” said Roth, the state economist. “But for now, it’s a little hard to forecast exactly when that will happen.”</p>

<p style="text-align: justify;">California Gov. Arnold Schwarzenegger opened a major technology fair in Germany Monday along with Chancellor Angela Merkel, and recalled his time in the country as a young man.</p>
<p style="text-align: justify;">&#8220;We are gathering in challenging times,&#8221; Schwarzenegger acknowledged at the CeBIT fair, where California is the partner state this year.</p>
<p style="text-align: justify;">However, he added that it is time &#8220;to stand up and refuse to fail.&#8221; The fair is &#8220;all about pumping up your business,&#8221; he said.  &#8220;Technology is our greatest asset,&#8221; Schwarzenegger said. &#8220;Technology is also helping us to develop cleaner cars &#8230; and to fight against climate change.&#8221;</p>
<p style="text-align: justify;">During his visit to Hannover, Schwarzenegger is to pick up an award from the American Chamber of Commerce in Germany for his &#8220;extraordinary commitment to environment and energy.&#8221;</p>
<p style="text-align: justify;">Despite California&#8217;s severe budget crisis, the Republican governor is well known for his crusades against global climate change and his advocacy of alternative energy.</p>
<p style="text-align: justify;">Schwarzenegger, a native of neighboring Austria and a former champion bodybuilder, said of Germany that &#8220;this country holds a special place in my heart.&#8221;</p>
<p style="text-align: justify;">&#8220;I spent two years in Munich, and those were the crucial years of my life,&#8221; he said, having moved there at age 19. &#8220;It was the springboard for my bodybuilding career.&#8221;</p>
<p style="text-align: justify;">&#8220;I&#8217;ve always cherished the time spent here,&#8221; he said, adding that he &#8220;never imagined that I would come back to Germany as the governor of California.&#8221;</p>
<p style="text-align: justify;">Schwarzenegger added in German that he is &#8220;looking forward to German beer and German food.&#8221;</p>
<p style="text-align: justify;">He ended his remarks with a catch phrase from his acting days: &#8220;Hasta la vista, baby.&#8221;</p>

<p style="text-align: justify;">Muslim-American organizations have demanded an inquiry. Some say the news has rattled their faith in American democracy.</p>
<p style="text-align: justify;">Despite the reaction, former FBI agents and federal prosecutors say spying on mosques is still one of the government&#8217;s best weapons to thwart terrorists and that the benefit to national security is likely to far outweigh any embarrassment to the agency.  &#8220;What matters to the FBI is preventing a massive attack that might be planned by some people &#8230; using the mosque or church as a shield because they believe they&#8217;re safe there,&#8221; said Robert Blitzer, the FBI&#8217;s former counterterrorism chief.</p>
<p style="text-align: justify;">&#8220;That is what the American people want the FBI to do,&#8221; he said. &#8220;They don&#8217;t want some type of attack happening on U.S. soil because the FBI didn&#8217;t act on information.&#8221;</p>
<p style="text-align: justify;">One of the most-heralded U.S. terrorism convictions, for example, grew out of the work of an informant who spent months inside a New Jersey mosque and derailed a plan to blow up New York City landmarks. Radical Egyptian cleric Omar Abdel Rahman was sentenced to life in prison in 1995. He was also the spiritual leader for the men convicted in the 1993 bombing at the World Trade Center.</p>
<p style="text-align: justify;">&#8220;A lot of what happened was planned in the mosque,&#8221; said Andy McCarthy, who was lead prosecutor on the case. &#8220;The recruiting went on in the mosque, a lot of the instruction went on in the mosque, we even had gun transactions in there.&#8221;<br />
<strong><br />
California case comes to light</strong><br />
In the California case, information about the informant who spied on the Islamic Center of Irvine came out last week at a detention hearing for a brother-in-law of Osama bin Laden&#8217;s bodyguard, an Afghan native and naturalized U.S. citizen named Ahmadullah Niazi.</p>
<p style="text-align: justify;">Niazi, 34, was arrested Feb. 20 on charges of lying about his ties to terrorist groups on his citizenship and passport applications. He will be arraigned Monday in U.S. District Court in Santa Ana.</p>
<p style="text-align: justify;">FBI Special Agent Thomas J. Ropel III testified at the hearing that an FBI informant infiltrated Niazi&#8217;s mosque and several others in Orange County and befriended Niazi. Ropel said the informant recorded Niazi on multiple occasions talking about blowing up buildings, acquiring weapons and sending money to the Afghan mujahadeen.</p>
<p style="text-align: justify;">Niazi has not been charged with terrorism and it&#8217;s not yet clear if the FBI was focused on anything beyond his activities. Neither the mosque nor any other of its members have been charged.</p>
<p style="text-align: justify;">A 46-year-old fitness instructor told The Associated Press last week he was the informant. Craig Monteilh of Irvine said Niazi talked about blowing up buildings and discussed sending Monteilh to a terrorist training camp in Yemen or Pakistan.</p>
<p style="text-align: justify;">Monteilh said his tenure as an informant ended after Niazi and other members of the Islamic Center of Irvine reported him to authorities. A Muslim advocacy group has demanded a federal investigation into whether Niazi was arrested because he refused to become an FBI informant after telling the agency about Monteilh.</p>
<p style="text-align: justify;"><strong>Muslim leaders suspected infiltration</strong><br />
Local Muslim leaders say they had suspected since at least 2006 that the FBI was trying to infiltrate the Islamic Center and other Muslim organizations.</p>
<p style="text-align: justify;">Some community leaders, worried that they were being watched, filed a Freedom of Information Act request with the FBI in 2006 seeking surveillance records on themselves. They are still engaged in litigation over the request, said Shakeel Syed, executive of the Islamic Shura Council of Southern California.</p>
<p style="text-align: justify;">&#8220;We suspected this was happening,&#8221; said Syed, who suspects his home and office phones are wired. &#8220;What these guys have done is create an environment where every person begins to suspect the other and with the infighting and inward suspicion, the community becomes it&#8217;s own victim.&#8221;</p>
<p style="text-align: justify;">A spokeswoman for the FBI&#8217;s Los Angeles bureau, Lourdes Arocho, had no comment.</p>
<p style="text-align: justify;">Former FBI agents, however, said that although the law places almost no constraints on the use of informants, the agency takes sending an informant into a mosque very seriously and imposes a higher threshold for such requests.</p>
<p style="text-align: justify;">Agents would have to have credible and specific information about criminal activity inside a mosque or being committed by a mosque member before sending a plant in, said Steven Pomerantz, former assistant director and chief of counterterrorism for the FBI.</p>
<p style="text-align: justify;">Such a request would also be approved by the highest-ranking agency officials, former agents said.</p>
<p style="text-align: justify;">&#8220;You just wouldn&#8217;t go sending informants willy nilly into mosques just to determine what was going on,&#8221; Pomerantz said. &#8220;You have to have some articulable reason or basis to do that.&#8221;</p>

Now there’s a new reason to fine-tune those payroll withholding elections. The economic meltdown is hitting statehouses around the country so hard that some are holding their residents’ tax refund checks hostage.</p>
<p style="text-align: justify;">
<p style="text-align: justify;">Budget crises in Kansas and California have already forced those states to halt tax refund processing. In California, there&#8217;s even been talk of sending out government IOUs instead of money.</p>
<p style="text-align: justify;">In New York, state officials insist they have enough money set aside to pay tax refunds, but tax preparers in the state say refund checks are taking an awfully long time to arrive. And around the country, with 46 states facing budget crises, according to the Center on Budget and Policy Priorities, some taxpayers worry that their refund checks might be withheld as well.</p>
<p style="text-align: justify;">When Camarillo, Calif., resident Christine Hughes logs in to check on the status of her refund, all she sees is this disheartening message:</p>
<p style="text-align: justify;">“Your refund cannot be issued at this time. Due to the state’s persistent cash flow problems, the State Controller has directed (this agency) to stop sending refund requests to the State Controller’s office for processing.”  Hughes says she and her husband are awaiting $1,000 in refunds from California.  &#8220;It&#8217;s pretty ridiculous, but what can we do?&#8221; she said.</p>
<p style="text-align: justify;">California officials suspended tax refund payments in January to free up $2 billion for state operations as the state’s budget crisis reached epic proportions &#8212; with a $42 billion deficit and coffers essentially running on zero for 17 months. Despite the budget compromise forged on Feb. 19 by Gov. Arnold Schwarzenegger and the state Legislature, it’s still not clear when refund payments will resume.</p>
<p style="text-align: justify;">In Kansas, refunds were halted temporarily by a budget battle pitting Democratic Gov. Kathleen Sebelius against the Republican-controlled Legislature. The lawmakers passed a budget with spending cuts of around $300 million, but Sebelius refused to sign it. At the same time, she had asked to borrow $225 million from another government agency to cover the refund payments, but Republicans blocked that. The two sides reached a deal last week and state officials there say refund checks should be sent out shortly.</p>
<p style="text-align: justify;">Placing tax refund payments in limbo could make states liable for interest payments, but many state governments have given themselves a wide grace period – much more than your bank gives you. In California, residents who are forced to wait for their returns are entitled to interest payments only if the delay extends 45 days beyond April 15.</p>
<p style="text-align: justify;">Hughes said she thinks it’s unfair for state officials to treat her refund like a free loan. She plans reduce her paycheck withholding for state taxes until her refund arrives.</p>
<p style="text-align: justify;">&#8220;If they can&#8217;t pay the taxpayers back what we are owed, we should not be obligated to give them any more of our hard earned money to mismanage,&#8221; she said.</p>
<p style="text-align: justify;">Red Tape Wrestling Tips: A withholding cautionary tale<br />
Of course, residents of any state with an income tax would have nothing to fear if they’d set their paycheck tax withholding amounts to the appropriate level. Many people don’t, and in fact relish the thought of a big refund check every spring. That’s wrong-headed.</p>
<p style="text-align: justify;">BankRate.com says that last year, the average federal tax refund check was $2,700, meaning the average taxpayer gave Uncle Sam $225 too much every month. Fine-tuning that withholding amount could be your very own stimulus package.</p>
<p style="text-align: justify;">But don’t overdo it. If you underpay your taxes this year and owe a big bill next April 15, in most cases you’ll be charged underpayment penalties.</p>
<p style="text-align: justify;">You can change your withholding amount at any time by getting a W-4 form from your employer. The IRS offers a handy withholding payment Web-based calculator. This form will only help you fine-tune your federal tax payments, but state tax payments are generally based on similar formulas, so the tool is still helpful.</p>
<p style="text-align: justify;">If you haven’t examined your withholding elections for a while, now is a good time to look. In this economy, you should keep as much of your money in your own hands as much as possible.</p>

<p style="text-align: justify;">Ammiano, a rookie state legislator and former San Francisco supervisor, may have a unique opportunity to win support for the bill in the wake of the state&#8217;s budget debacle.  &#8220;California has the opportunity to be the first state in the nation to enact a smart, responsible public policy for the control and regulation of marijuana,&#8221; he said.</p>
<p style="text-align: justify;">Mecke suggested taxes on the trade could amount to $1 billion according to advocates.  And I&#8217;d bet that&#8217;s a conservative estimate.</p>
<p style="text-align: justify;">&#8220;With the state in the midst of an historic economic crisis, the move towards regulating and taxing marijuana is simply common sense,&#8221; Ammiano said at a morning news conference at the state building on Golden Gate Avenue in San Francisco.</p>
<p style="text-align: justify;">Estimates value the state&#8217;s crop of marijuana at $13.8 billion, double that of the vegetable and grape markets combined. Nationwide, it may be the fourth largest cash crop, behind corn, soy and hay but ahead of wheat.</p>

<p style="text-align: justify;">The proposed bill would allow Californians over the age of 21 to grow, transport, sell, possess and consume the plant, with state and local law enforcement professionals barred from enforcing the federal ban.</p>
<p style="text-align: justify;">The tax would amount to $50 per ounce of marijuana, which retails on the black market for anywhere from $250 to $500 depending on the source and quality.</p>
<p style="text-align: justify;">While it may sound like a pipe dream, with communities from the emerald triangle of Humboldt, Mendecino and Trinity Counties to liberal districts all along California&#8217;s cost all strapped for cash, other lawmakers and voters might just tune in and turn on.</p>
<p style="text-align: justify;">Frankly, I think they should sign an endorsement deal with Olympic gold medal swimmer Michael Phelps.</p>
